Some organisations and residents can pass through areas in the borough which have a neighbourhood management scheme without getting a penalty charge notice.

You will need to apply for an exemption permit to be exempt. This is also called a "Resident LTN".

Vehicles will be exempt if they’re: 

  • emergency vehicles 
  • school buses
  • taxi cabs (hackney carriages)  
  • private hire vehicles registered with Transport for London (TfL) 

You may also be exempt if:  

  • you’re a Blue Badge holder or an organisation that qualifies for a Blue Badge 
  • you or a child you're travelling with has a chronic health condition that means sitting in a car on a longer journey causes additional distress 
  • you're a professional carer whose ability to help the person they care for is impacted by a neighbourhood management scheme 
  • your organisation is to transport disabled people or people with access needs 

You can only have 1 vehicle registration on the permit. If you change vehicle, you can only change this on the permit once. 

How to apply for an exemption permit  

You’ll need to create an online account if you do not already have one. This account is different from the one you usually use on our website.

Set up a parking permit account to apply  

Log into your parking permit account 

Once in your account, select permit applications and then select "Resident LTN".

What you need to apply 

To apply for a residents’ neighbourhood management scheme exemption permit, you will need to provide proof that: 

  • you live in the borough. For example, a utility bill dated within the last 3 months with your name and address on it 
  • meet the exemption criteria you’re applying under 

For proof of exemption, we will accept a: 

  • scan or photo of both sides of your Blue Badge  
  • recent medical proof letter 
  • care plan
