Functions of the planning board
The planning function is divided between the Planning Board, the Local Planning Committee and, under delegated authority, Officers within the Directorate of Planning. The Planning Board considers major strategic planning applications while the Local Planning Committee considers non-strategic applications. We hold monthly planning meetings at Woolwich Town Hall at 6.30pm.

Attend a planning meeting
Anyone can attend and observe a planning meeting.
You can attend a meeting in person or watch it online via webcast. We also record planning meeting webcasts, which are available to watch for 12 months after the meeting date.
To watch a planning meeting online:
- View Planning Board meetings or view Local Planning Committee meetings.
- Select the correct meeting date.
- View the webcast.
Speak at a planning meeting
If you want to speak at a planning meeting about an item we’re considering, you need to attend in person. You also need to send us a request to speak at the meeting.
Submit a request to speak
You must submit your request by 5pm on the last working day before the meeting.
We allow an equal maximum of 7 speakers at each meeting and accept requests on a ‘first come, first served’ basis.
We will not accept any requests to speak that we receive after the deadline.
What to include in your request
Your request must include:
- your full name and address
- the address or reference number of the planning application you wish to speak about
- whether you're speaking in favour of the application or objecting to it
- details of any residents’ or conservation group you're representing
- any relevant documents you've not already sent to us - see the section below about submitting documents
Reasons we cannot accept a request to speak
Unfortunately, we cannot accept requests:
- that we receive after the deadline
- that do not contain all the information we need
- when we've already accepted 7 other speakers
Submit documents to a planning meeting
Anyone can submit photos, documents, maps and written submissions to a planning meeting. You can do this even if you’re not attending or speaking at a meeting.
You must submit these by 5pm, 2 full working days before the meeting. For example, if the meeting is on a Tuesday, the deadline is 5pm on the preceding Thursday. This gives the committee time to review your submission.
Do not submit anything:
- that you’ve already sent to our Planning Officers
- direct to members of the planning committee
- at the planning meeting
