Challenge your Council Tax band

The Valuation Office Agency (VOA) assesses and assigns Council Tax bands to properties.

How the VOA assesses properties for Council Tax bands

Appealing your band

If you disagree with the band or the decision to assign a band, you can challenge your Council Tax band

You'll need to show that the property or local area has had a major change, or find examples of similar properties with a different band.

A major change can be, for example, that:

  • you've demolished part of your property
  • you've converted it from one house into flats or from flats to a house
  • the VOA has changed your or a similar property's band in the last 6 months
  • you've become the new Council Tax payer for the property in the last 6 months
  • you disagree with the definition of a House in Multiple Occupation (HMO) made by the VOA

If you appeal your band you must continue to pay your Council Tax while the appeal is in progress. If your appeal is successful, we’ll refund you any overpayment due.
