Licence fee
The fee depends on factors such as the number of habitable rooms (rooms used for sleeping or flats in a self-contained block). When you apply, we'll automatically calculate this. You can also refer to the table below:
Fee type | Cost (per unit/bedroom) |
---|---|
Standard HMO (containing up to 5 lettings) | £500 per unit |
Large HMO (containing 6 or more lettings) | £500 per unit up to 5 units and £300 for each additional unit |
Renewing a licence | 15% discount per unit |
Applicants who agree to lease or offer an AST to a council-nominated tenant to the Royal Borough of Greenwich for a minimum of 12 months (15% discount) | 15% discount per unit – available for the next 6 months and will be reviewed |

The fees are VAT-exempt. The cost of the fees is a valid business expense for tax purposes.
Fees are used to cover the cost of administering and enforcing the licensing scheme and are reviewed regularly.
You'll have to pay using a credit or debit card when you apply for a licence. Unfortunately business credit cards and American Express are not accepted.
We split the licence fee into administration costs and enforcement costs.
Payments for the licence(s) will be made in two parts, one at the end of the online application process, which will be taken electronically and the final payment prior to the issue of the licence (if granted), which will be taken by card payment over the phone.
There are no instalment plans available. There are no discounts for multiple applications or where after assessment we propose to grant a licence for less units than applied for or a short licence.
Should the second payment not be made following reminders, the licence application will be rejected and enforcement action may be considered. In such circumstances the first part fee already paid is not refundable.
