Penalty Charge Notice increase 21 April

Changes to Penalty Charge Notices (PCN) will come into effect in the Royal Borough of Greenwich on Monday, 21 April 2025, as part of the decision made by London boroughs.
The London Councils Transport and Environment Committee and the Mayor of London agreed to the changes and received no objection within the statutory one-month notification period to the Secretary of State for Transport.
The changes will be implemented across 32 London boroughs and City of London, will see an increase of £30 to parking, bus lane, and moving traffic contravention penalties.
Councillor Averil Lekau, Deputy Leader and Cabinet Member for Climate Action, Sustainability and Transport, said “It’s important that we make it easier, safer and greener to move around the borough and the rest of London. Any net revenue raised by PCNs are reinvested in our traffic and transport schemes. We understand the impact on drivers and encourage everyone to pay attention to the rules in order to avoid these penalties.”
The changes are as follows:
- Higher level parking penalties- e.g: parking on double yellow line. Increased to £160 (Band A). Reduced to £80 if paid within 14 days from the date of issue of the PCN.
- Lower level parking penalties- e.g: overstaying in a Pay-and-Display bay. Increased to £110 (Band B). Reduced to £55 if paid within 14 days from the date of issue of the PCN.
- Bus lane and moving traffic contraventions: Increased to £160. Reduced to £80 if paid within 14 days from the date of issue of the PCN.
