If you want to appeal a PCN, you should make an initial challenge as soon as possible.

Appeal a PCN online

The quickest way to appeal is online. You can also appeal in writing to:

You'll need to include:

  • your vehicle registration number
  • the PCN reference beginning with 'GR'
  • your name and address
  • your email address if you have one

You cannot appeal by telephone or in person.

Types of appeal

Depending on when you first challenge a PCN, there are 2 types of appeal:

  1. Initial challenge
  2. Formal appeal

Initial challenge

You can make an initial challenge within 28 days of getting a PCN.

If you do this within 14 days, and your challenge is unsuccessful, we'll send you a letter explaining our decision. You'll have 14 more days to pay the discounted amount from the date of the letter.  

If you do this after the first 14 days, and your challenge is unsuccessful, you must pay the full fine amount.

Alternatively, you can wait to receive a 'Notice to Owner' so you can make a formal appeal.

Formal appeal

If you do not pay or appeal a PCN within 28 days, we'll send you a Notice to Owner.  

You can either pay the full fine amount or make a formal appeal, called a 'representation'.

Make a representation

You must:

  • explain your reasons for challenging the PCN in as much detail as possible
  • provide copies of any evidence or documents to support your challenge

You cannot make a representation by telephone or in person.

If we accept your representation

If we agree that you should not pay the PCN, we'll send you a Notice of Acceptance of Formal Representation.  

You will not need to pay anything, and we'll cancel the PCN.

If we reject your representation

If we still think you should pay the PCN, we'll send you a 'Notice of Rejection of Formal Representation'.

You will then have 28 days to pay the full fine amount or appeal to an independent tribunal (GOV.UK).  

If you do nothing, we'll continue enforcement action. This includes using enforcement agencies to collect the debt. You'll have to pay extra costs and charges.
