Develop a neighbourhood plan

You need to submit all of the following applications to us to develop a neighbourhood plan for your area:

  • neighbourhood area to set out the geographical boundaries of the neighbourhood
  • neighbourhood forum to set out the composition and the constitution of the forum
  • neighbourhood plan application.

The local community drives neighbourhood planning and decides the content of the plans.

Your plans must conform with the Royal Greenwich Local Plan.

There is no fee for the determination of any of the applications.

What happens next?

Neighbourhood Forum and Area applications will be published for a six week period of consultation. Officers will assess the applications and the Royal Borough of Greenwich will determine whether or not to establish the forum and designate the area.

Within five years of designation, a neighbourhood forum can prepare a neighbourhood plan. If the plan meets legislation requirements, the council will arrange appropriate public consultation and submit the plan for independent examination.
